They are mostly unused due to their inability to combat L enemies. A suggestion is for their ability to, in addition to stun, extend cooldowns. If this applied for even a second, it would be extremely useful against single strong foes, as it would add onto the already lengthy cooldowns on their very strong abilities.
This makes sense, given changes to taunt majors have made them ideal for multiple foes. After stun majors had their lvl 1 AoE removed, they could use something to give them utility again. Abilities that help against single targets would strengthen their niche.
It would also act as a good indirect nerf to the L mantis, M and L bush crickets, and rove beetle A, all of which have abilities that make them extremely dangerous otherwise. Given the diminished returns from combat combined with general food scarcity in the 3.X missions, more tools to combat strong enemies would make this more manageable.
