[Oversight?] 0.21141 Refuse poisoning conceals phorid fly debuf visual

IIRC only one debuff visual will ever be visible at any one time to make sure there's not too much visual noise.
It might be logical to have the phorid fly debuf display over the refuse poison debuf displaying, as the phorid fly debuf is more impactfull? (Instant death vs some damage over time)
