Lower the slowed creature's attack speed to the same degree.
This may help to make slow an attractive ability, as it's seldom used atm except as a side-effect. Of course, this shouldn't be too OP against larger creatures, as they already have slow resist (even some medium and other enemies have it).
This might also help give slow a purpose later on, when more creatures are added that have access to it.
