With the game in its current form, when leafcutters cut leaf from large plants some parts of that plant run out of leaf far before others. The idea is to have leafcutter ants spread where they cut from the same plant, preferring to take from the part that has the most leaf left. (Including leaf already being cut.)
(In other words, the ants try to make all parts of the plant run out of leaf at the same time.)
